I don't think its one or the other. It's not as if there aren't plenty of land use opportunities for height in the area and designating a historical area for the natural feel is worth preserving.

Looks like those sidewalk depressions at the South end of the building were poured low and they cut/profiled the the road to match (not shown in pics).... will be interesting to see how the grading works will tie-in when they do the integrated project next year. Otherwise, love the building. Did...
