That section is planned to be developed (the top portion) if you look at the NCC plan for that area. I think it was townhouses or something. There are posts about it - will try to find and update w/ links.

I hope it's a single story bistro and public washrooms or some small park pavilion and not anything of significance. Would be a strange place for office or residential.
