It depends on your definition of "accomplishments".
He would list the police break room on Rideau as an accomplishment. It has never opened to the public and doesn't seem to have really done anything to reduce crime in the Market. He would also list Lansdowne 2.0, even though it has been greatly value engineered from the Watson era proposal, much like the newly unveiled Byward Market plan.
Otherwise, the OC Transpo budget has gone up, but when you look at the numbers, inflation and such, budget has actually gone down. We can see that with the service and O-Train frequencies cut in half mid-day and weekends.
"Low" taxes would also be an accomplishment he would claim, but costs have gone up more than inflation on some other City services (water for example).
Everything Watson left him has either not advanced (Stage 3 of the O-Train) or been value engineered to a point where it may leave the project worse than it was before (imo Lansdowne 2.0).

Agreed. He would say smart things or ask good questions, but when it came to voting he usually fell in line with all other suburban councillors.

Agreed. Arguably the best of the suburban/rural Councillors at the very least.
