The Applicant seeks the Committee’s authorization for the following minor variances from the Zoning By-law:
a) To permit a reduced parking space rate of 0.44 parking spaces per dwelling unit, for a total of 26 parking spaces, whereas the By-law requires a minimum of 0.5 parking spaces per dwelling unit, in this case 29 parking spaces.
b) To permit a reduced driveway width of 5.5 metres providing access to a parking garage with a double traffic lane, whereas the By-law requires a driveway width of 6.0 metres.
Looks like they are also proposing a single lane ramp to connect from P1 - P2 with signals above the ramp to indicate if it is safe to proceed. Will be interested to see if this and the driveway width reduction are approved.
City page is up for reconstructing the Byron/Churchill intersection to add protected bike lanes. Not clear how quickly that will start. There hasn't been any activity on the building site since they demolished the laundromat.
The City is planning to construct a protected intersection at Byron Avenue and Churchill Avenue. The protected intersection will include elements such as designated bicycle crossings (crossrides), bicycle traffic signals, corner safety islands to separate pedestrians and cyclists from cars, and geometric modifications to improve sightlines and yielding. These elements will help to achieve the project’s objective of improving pedestrian and cyclist safety.
The Transportation Master Plan has another project planned that will assess the feasibility of new cycling facilities to the north of the intersection, from Byron Avenue to Scott Street. This current project will provide protective elements in support of these proposed future cycling facilities.
In addition to the above, the project proposes the following changes:
Removal of the northbound left turn lane on Churchill Avenue to allow space to be allocated to protected intersection elements. Traffic analysis has shown that removal will not impede traffic operations or result in notable interruptions to traffic flow.
Note: The southbound left turn lane on Churchill Avenue will be kept, as it is necessary for traffic operations, safety, and winter maintenance.
New cycle tracks in all directions that will transition to existing cycling facilities and shared roads.
A continuous sidewalk along Churchill Ave crossing Danforth Ave to emphasize pedestrian priority, provide pedestrians with an uninterrupted path of travel and calm vehicular traffic.
A bike lean bar on the east side of the south leg of Churchill Avenue to provide cyclists with a place to balance themselves when waiting at the intersection, or to push off of when leaving.
