Combination of prioritizing the needs of the 67s, minimizing the loss of park space and keeping the price tag below a certain threshold. Like everything else in Ottawa, Penny wise, pound foolish.
For the Black Bears, seems they limit the Palladium's capacity to 7k for NLL games. I imagine they would have a potential to grow that at LeBreton. Same for the PWHL, I think that even the Civic Centre's location limits them to a certain degree. Lot of factors at play, but there's a potential for growth at LeBreton. Could get crowded with three teams though.

What: To prepare for the construction of the new Event Centre, preliminary works will include installation of fencing, mobilization of site trailers and equipment within the construction area, topsoil removal, implementation of a hauling road behind the South Side Stands, and modifications to TD Place to maintain operations during the redevelopment.
Why: Preliminary works will support the construction of the new Event Centre, east of the east endzone, within the Great Lawn.
When: Preparatory activities for Event Centre construction will begin in early December. Further information on project timelines can be found on the project website.
Where: The limits of construction associated with this project are within the Great Lawn. As work begins, fencing and hoarding will safely separate construction zones from public areas to minimize disruption and ensure a safe environment for everyone.
Who: The City of Ottawa has retained the contractor, EBC Inc., to complete the work.

While there are issue i am not sure if this is a big one as many teams can't play home games for this event..Lansdowne 2.0's cracks are appearing.

In Canada most stadiums are not winterized and or don't meet the requirements.
If Hamilton can host this game in February with how basic their stadium is, I'm not really sure who can't. It weird that these games (at least this game) are in February in the first place.

Ottawa and the Forge have the 2 best stadiums in the league
York
Plays out a very small university stadium
Halifax
Has a small and basic stadium
Calgary
Plays out of the foothills stadium
Vancouver
Has a nice stadium its small but its the 3rd best and only one outside of Ottawa and Forge that can host games in Concacaf
Montreal
Which is a expansion team next year will be playing out of a very small and basic stadium in Laval.
Oh, you meant soccer. I had the CFL stadiums in mind.
I assume that those other teams would play in the local MLS and/or CFL stadium if they reached this level, so the game would still be in their City. Halifax is the only one with no nearby option.
I don't know how hard they searched for a better alternative than Hamilton. The Ottawa area might not have anything suitable. They named Olympic Stadium in Montreal, but no word if they tried Percival Molson or Saputo.

Most teams play in stadiums with a cap of 5000-7000 which is not a great look for a league of this level.As for how hard did they look from all reports they did look really at everything with that said the Olympic stadium is closed for renovations Saputo is not heated and really can't be used in the winter and Molson stadium does not meet the requirements.
