Thanks for the educational part!I think people might be confused between two different crane features; a self-erecting crane, and a luffing jib crane. This is a luffing jib crane, where the boom tilts up to avoid obstacles. There are two others up in Ottawa at Smyth/Riverside right now.
A self erecting crane is capable of adding additional segments to the tower and jacking itself higher. This does not appear to be that type, but the picture is blurry so I can't be certain.
This is actually a self climbing Luffing Crane. The climbing frame will be added at the first crane raise stage. It is the first for Ottawa for this model of Luffer.
