I can see it's different, but how's the functionality different?
 
I think people might be confused between two different crane features; a self-erecting crane, and a luffing jib crane. This is a luffing jib crane, where the boom tilts up to avoid obstacles. There are two others up in Ottawa at Smyth/Riverside right now.

A self erecting crane is capable of adding additional segments to the tower and jacking itself higher. This does not appear to be that type, but the picture is blurry so I can't be certain.

This is actually a self climbing Luffing Crane. The climbing frame will be added at the first crane raise stage. It is the first for Ottawa for this model of Luffer. Typically Luffing cranes are within the building footprint and have a raising system the within the crane tower itself.
 
This is just about to start rising. Grade in 3-4 weeks I figure.
